Welcome - Elma

Introductions made all the way around. 

Lamar advertising.  Ms. Alex Peterson presented. 
Ms. Peterson said to use bright airy images, imagery that flows together,. Cost is $1.50/ square foot and art preparation is included. She noted that red and brown are not good backgrounds - except sometimes - like the State Farm billboards. Further discussion is needed on imagery within the STEP group.
Mary Black - SRMC - Presentation on the Walking Trails:
Mary showed slide sample walking signs. She will speak with local business owners whose property adjoins the trails to ask them for donations in paying for the signs. There was discussion of safety issues regarding crossing street. The Mayor said the Town would most likely be able to put in a cross walk where needed. Mary will speak to the Town Commissioners at the August 9th meeting to get the go ahead for the first trail that will begin and end at the Health Center behind Food Lion. Although this is not a STEP project, Mary has asked for advice on the Walking Trails from STEP.
Additionally Mary also discussed a possible farmer’s market. 
Management report - Margie

Report from Alex Watson  who sent an email report on flooring options. He will, “get the samples and all the information about upkeep, etc.... and contact you when I have it all in hand for us to look over... I expect to be in touch with you toward the end of the week with everything in hand.”

Computer delivery date: We are hoping for delivery Wednesday of this week now that the closet is reinforced and the alarm system is installed. There are 24 laptops on a computer cart. Margie has calls into Dr. Kinlaw and Felicia Hunt at RCC. She also spoke with RCC-IT which said the computers are now in Felicia's office for inventory pre-delivery.
Construction update - 
* The computer closet reinforcement project is now completed. OSB has been added as a liner to prevent break ins. 
* The two closet doors have been swapped to put a metal door on the computer room with hidden hinges and it had been re-keyed with a dead bolt.
  • Leakage in the back room has not been solved and a new contractor can be hired per George Hall. Barbara Melvin will lend assistance to find a contractor.

  • Alarm system is now completed. Per recommendations of Richard McMillan, we not only now have a back up battery installed, we have vibration sensors installed. The alarm will be set off if someone tries to break through the walls, if someone tries to cut the power, or tries to cut the alarm wires off.
* There are six people who can be called in case the alarm goes off. In order: Margie, Elma, Johnny, Caroline, James Black and George Hall. Each will have a code to shut off the alarm should it need to be reset. Kim and John Labadie also have codes.  Procedures for alarming the building will be put in place asap. All parties will be shown how the alarm works and additional keys will be made asap.
Committee reports:
Broadening Education - Margie 
Computer based programs will be scheduled after the computers arrive and are set up: These will include computer training for seniors; and creative after school programs for middle school and high school. We will be looking for software like Photoshop if it is not on the computers. The computers should come with Windows 7 and Office 2010. There is no virus software. We are going to look into "Microsoft security essentials" which is a free program.  
We will add Dropbox online storage for STEP onto the computers with shared folders. Each person who uses a laptop will be able to set up their own Dropbox account, which is free, to store any work they complete. They can get to their account from any computer they use. We will be setting up a check out system for laptops once we see what we get. Perhaps: Each person who wants to use a computer will have to identify themselves using an ID that they will leave with the on-site person responsible for the computers at the time - which they will get back when they return the laptop. We will need suggestions as to various check out systems to make sure we have no computers disappear!
Additional security: There was discussion about also obtaining a video surveillance system for the building. 
Question for James Bennett on insurance which has been added by the town.
Do they know we have an alarm? Can this lower the rate? Answer: James said that the computers fall under the existing insurance for the Town and will not raise costs for the Town. If a computer is stolen, it can be replaced.
Entrepreneurship - Kim
Possibilities are open. There can be activities every week or other week to plan fall curriculum. We can offer a meet and greet with businesses or have a speaker series. Kim asked the question as to what kinds of workshop are needed. She wants to discuss in committee whether we want youth or other kinds of entrepreneurship courses given. It was decided there should be a meeting regarding this as well as marketing, i.e. getting people to show up for the meeting and for classes.  All workshops would be free and Kim will donate her time.
Leadership -  Mary Frances
Leadership course. "Red Springs Ready" workshop. The Red Springs Ready Draft Syllabus file is include below the Minutes.
Questions / Answers: 
Who would teach? Answer: They would be a hired person by stipend.
How much would it cost for participants?  $200 per earlier discussions.
What if people can’t afford the $200? - There will be scholarships based on need.
How would selections be made as to who participates? Answer: There will be a vetting process.
How long would it last and how often would it meet? Answer: This is still to be 
determined. 4 - 8 months, perhaps meeting once a month?
How many participants per ‘class’ ? Answer: 6-10 per session.
Discussion
There was subsequent discussion on whether to charge or not to charge for workshops.  There will be no charge for the Entrepreneurship workshops. It was expressed that folks would value and stick with a program if there were charges.  It was mentioned that the Leadership program would partner with the RS Chamber in the future for sustainability. The process for that happening was not discussed. It was requested that a Chamber representative attend STEP meetings. This is a strong possibility we were told.
Physical design  - Johnny - no report beyond Mary’s Walking Trails.

Johnny introduced Jonathan E. Locklear PE, Eric T. Locklear, and Seneca Jacobs, all of “Locklear, Locklear and Jacobs Consulting Engineers.” They work with grant based projects and hope to work with  STEP on future projects. A representative will attend future meetings. 


New Business - Caroline
Community Celebration and Creating Unity in Our Community
Caroline talked about building community - to have kids / families watch a movie one evening, have a popcorn machine and drinks and to get people down to the building. Also bring in vendors to sell food. Everyone thought this was a great idea. Margie and the Arts Council will help with finding vendors. The Town will take on responsibility for this as well to ensure its success. A date was set for the celebration:  August 24th... a  Friday night.
